(1) The Government of Nepal shall, under Rule 3A. An unpaid consul may be appointed on the recommendation of the ambassador to a person who meets the qualifications as per sub-rule (1) of (2) When appointing an unpaid consul in accordance with sub-rule (1), the appointment shall be given the rank of unpaid consul general, unpaid consul or unpaid deputy consul.
